Planned Manufacturing Districts: Planning the Life Out of Districts

They are called different things in different cities, but they are similar in form and intent among the cities where they are found.  For simplicity’s sake, a Planned Manufacturing District (PMD), as they are called in Chicago, is an area of land, defined by zoning, that prohibits residential development and other specific uses with the intent of fostering manufacturing and blue-collar employment. Proponent of PMDs purport to be champions of the middle-class or blue-collar workers, but fail to consider the unintended consequences of prohibiting alternative uses on that land.  At best, PMDs have little effect on changing land-use patterns where industrial is already the highest-and-best-use.  At worst, they have the long-run potential to distort the land use market, drive up the costs of housing, and prevent vibrant neighborhoods from emerging. A Race to The Bottom Before getting into it further, it is important to examine the economic decisions industrial firms make in comparison to other uses.  Earlier in the industrial revolution, industry was heavily reliant on access to resources.  Manufacturing and related firms were very sensitive to location.  The firms desired locations with easy access to ports, waterways, and later railways to transport raw materials coming in, and products going out. However, the advent of the Interstate Highway System and ubiquitously socialized transportation network have made logistical costs negligible compared to other costs.  Where firms once competed for locations with access to logistical hubs and outbid other uses for land near waterways in cities, they now seek locations with the cheapest land where they can have a large, single-floor facility under one roof.  This means sizable subsidies must be combined with the artificially cheap land to attract and retain industrial employers on constrained urban sites. Join us in Brooklyn for Jane’s Walk 2014

In addition to Sandy’s traditional walks in Brooklyn Heights, I will be hosting a walk through Downtown Brooklyn preceding Sandy’s Sunday walk. Here’s a link to my walk, although they mistakenly listed it for Saturday morning instead of Sunday morning.  Hopefully, they can fix this, because I can’t do Saturday morning!! After my Sunday walk, and a lunch break, I’ll be joining Sandy Ikeda’s annual walk through Brooklyn Heights at noon.  Market Urbanists often gather for a drink after Sandy’s walk.  Sandy will also be giving a Saturday walk at 5pm. See you Sunday morning at 9am in the Metrotech Commons – please do not come Saturday.  I’m a very tall guy, and I’ll wear a Brooklyn Basketball hat.

Market Urbanist Meetup [Manhattan Edition] March 22, 2014

Market Urbanists will be gathering again in New York City for an informal meet up.  Last year, we explored the fascinating ethnic neighborhoods of Williamsburg, Brooklyn.  This year, we’ll meet in Midtown Manhattan, where some ethnic enclaves are nestled amongst towers and bustling streets. NYC Market Urbanism Meetup Sunday, April 21

2012 Market Urbanism Meetup

Readers, We are going to have a reader meetup on May 5. It will be a format similar to last year. Market Urbanism friend, Sandy Ikeda will be giving a tour of Brooklyn Heights as part of the Jane Jacobs Walk program that celebrate’s the life and legacy of urbanist Jane Jacobs. Sandy’s tour was so popular last year that he is giving two tours this year. In fact, the tour was so compelling, I moved back to the neighborhood. (well ok, that wasn’t the only reason) Let’s plan on attending Sandy’s tour from 4:30-6:00 pm on Saturday, May 5th. The tour starts at the steps of the Brooklyn Borough Hall. After the tour, we’ll convene at the Henry Street Ale House at 62 Henry Street, near where the tour ends. This year, Stephen is a genuine Brooklynite, so you’ll have the opportunity to meet him. Unfortunately, Emily won’t make it to town this year. Sandy will probably also join us. Last year, I assumed I’d be the only 6′-5″ person there, so that’s how I told people to identify me. However, there was another person about the same height on the tour, so readers said they weren’t sure which one was me. The best way I can assure that doesn’t happen again is to wear a White Sox baseball cap. Meetup before Sandy’s Jane’s Walk this Sunday

From the comments and emails I’ve gotten, there will be a pretty decent turnout of Market Urbanists at Sandy Ikeda’s Jane’s Walk on Sunday, “Eye’s on Brooklyn Heights.” Here are the details from the site; Date: Sunday May 8, 2011 Time: 1:00pm-2:30pm Meeting Place: The tour will meet at the steps of Brooklyn’s Borough Hall (2nd stop on the #2/3 subway) and end at the Clark Street station of the #2/3 subway. One reader suggested we meet for beers beforehand, and recommended The Henry Street Ale House Let me know how that works for others. Now that I’m thinking about it – we may want to meet closer to Borough Hall where Sandy is starting the walk. O’Keefe’s on Court Street may work better: I’ll plan for noon – if you plan to be around earlier, shoot me an email. The best way to spot me is my height: 6′-5″. More Libertarians on Jane Jacobs

The Ludwig von Mises Institute publishes a podcast performed by Jeff Riggenbach called “The Libertarian Tradition”, which discusses significant figures in the libertarian movement.  The most recent edition is dedicated to Jane Jacobs, who’s ideas are highly regarded by many libertarians, despite the fact that she publicly distanced herself  from being associated with the term or movement.  It’s a great listen, and mentions fellow Market Urbanists and friends of the site, Sandy Ikeda and Thomas Schmidt.  It’s great to see more attention given to Jane Jacobs and urbanism by free market advocates. Not Marshmallows, but a Really, REALLY Big Lollipop

In the last post, commenter AWP helped me realize that the marshmallow mountain analogy could be improved upon, since one person eating a marshmallow prevented another person from eating that same marshmallow.  But the road cannot be subdivided as simply.  Yes, a nit-picky implication of the vagueness of the term “good”, but I want to communicate as well as I can. So, I plan to revise the article to use the analogy of a really, really big lollipop.  It’s a significant enough revision that I think it deserves mentioning.  Let me know if you think of a better analogy.

Urban[ism] Legend: Transportation is a Public Good

In a recent post, commenter Jeremy H. helped point out that the use of the term “public good” is grossly abused in the case of transportation.  Even Nobel economists refer to roads as “important examples of production of public goods,” ( Samuelson and Nordhaus 1985: 48-49).  I’d like to spend a little more time dispensing of this myth, or as I label it, an “Urban[ism] Legend.” As Tyler Cowen wrote the entry on Public Goods at The Concise Library of Economics: Public goods have two distinct aspects: nonexcludability and nonrivalrous consumption. “Nonexcludability” means that the cost of keeping nonpayers from enjoying the benefits of the good or service is prohibitive. And nonrivalrous consumption means that one consumer’s use does not inhibit the consumption by others.  A clear example being that when I look at a star, it doesn’t prevent others from seeing the same star. Back when I took Microeconomics at a respectable university in preparation for grad school, I was taught that in some cases roads are public goods.  We used Greg Mankiw’s book, “Principles of Economics” which states the following on page 234: If a road is not congested, then one person’s use does not effect anyone else. In this case, use is not rival in consumption, and the road is a public good. Yet if a road is congested, then use of that road yields a negative externality. When one person drives on the road, it becomes more crowded, and other people must drive more slowly. In this case, the road is a common resource. This explanation made sense, but I was skeptical – something didn’t sit right with me.  Let’s take a closer look.
