Urbanism In A Time Of Terror

Brussels, Belgium–I had recently moved from Los Angeles, my home of twenty years, to Brussels. It would be my first time living in a traditional city since becoming interested in urban design. So I was constantly looking for little urban insights and pleasures on the ground. For instance, I immediately noticed that housing prices here are roughly half of what I encountered in Los Angeles. Within a few weeks of my arrival, the bombings of Brussels occurred. The atrocity raises some interesting questions in regards to urbanism—are there certain urban designs that can prevent or discourage terrorism? Should the threat of terrorism influence the design of our cities? How would it? While terrorism may leave us shocked and breathless, it’s worth remembering that traffic deaths greatly outnumber deaths due to terrorism. In sheer numbers of lives lost and saved, cars are the bigger culprit. Terrorism, for its part, exacts a great toll paid in fear as well as loss of life and limb. What makes a city resilient in the face of terrorism? Walking The more ways one can move about the city, the more resilient it will be in the face of crisis. But, these options are not equal; cars are big compared to the space available for them—if everyone were to drive, no one would move. Here, man in his humblest form is king—we are always ready to walk, several miles if need be, without the aid of any special operator or infrastructure. Density and proximity ensure walking home is a reasonable or even routine affair. Walking loses its appeal, however, as travel distances increase, especially for the less physically able among us. Market Urbanism MUsings: February 26, 2016

1. This week at Market Urbanism: Nolan Gray contributed a post Who Plans?: Jane Jacobs’ Hayekian critique of urban planning discussing Jacobs’ three arguments against central planning: Hayek and Jacobs defended the importance of local knowledge, illustrated the power of decentralized planning, and celebrated the sublime spontaneous orders that organize our lives. Yet their theoretical innovations went largely unnoticed long after their respective publications. Here, the two thinkers diverge: while Hayekian ideas have largely driven centralized economic planning into the dustbin of history, I suspect the Jacobsian urban revolution has only just begun. The post was also discussed at Reason and Urban Liberty 2. Where’s Scott?: Scott Beyer is now in Oklahoma City, with plans to spend this weekend in Stillwater, OK. This week at Forbes, he described urban liberals’ inability to understand housing “filtering”: Officials believe that if new projects can’t be forced to charge lower prices, they shouldn’t be allowed at all. A smarter approach would be to view such projects the way one would view a gated community of mansions. Sure, such housing isn’t affordable, but it still serves a purpose: to provide rich people a place to live, thereby opening up older, smaller, less luxurious units for lower-income people. 3.   1. Where’s Scott?: Scott Beyer returned to New Orleans for the end of Mardi Gras. This week at Forbes, he wrote a 4-part series on the “Quirks of New Orleans Culture,” covering things like Second Line Parades, King Cake, Mardi Gras Balls, and other idiosyncrasies. There are certain commentators who will argue that, thanks to gentrification, corporatism, and globalization, U.S. cities are losing their cultural distinctiveness. These people should really try leaving their rooms more often. One thing I’ve noticed while traveling is that cultural differences, in fact, remain alive and well in America. And nowhere is this more evident than New Orleans. 2. At the Market Urbanism Facebook Group: John Morris shared Daniel Hertz’s latest, Report: Market-rate housing construction is a weapon against displacement;  and some good news from Los Angeles LA’s Metro Going to Start Charging For Parking at Rail Stations Tory Gattis notified readers about Club Nimby, a new blog by Austin attorney Chris Bradford (of Austin Contrarian fame) that tries to better explain the phenomenon of American Nimbyism. We don’t talk about Atlanta enough, so Mike Lewyn shared Atlanta’s War on Density “The data says we’re right,” says Nick Zaiac about the report on market-rate development 3. Elsewhere: fxstreet.com covers Chicago‘s dreary financial situation, namely for the public school system. Bond buyers would have the promise that CPS will use its “full faith and credit” to repay the bonds. There’s only one problem. It’s a lie, and the district officials know it. The term “full faith and credit” means that a borrower will use all assets available to repay a debt. But Chicago’s school system, in the footsteps of Detroit two years ago and now Puerto Rico, has no intention of foregoing other expenses to pay bondholders. Apologies to everyone for the light posting – over the next few weeks I may be a bit busy with job and internship applications (any suggestions for work or job offers would be very much appreciated!), but hopefully I’ll still be able to put up a few posts a week. Vancouver’s laneway housing program (which we discussed earlier) has been off to a brisk start, and though planners are looking to liberalize sewer rules, they’re also considering only allowing one-story houses as-of-right, and limiting the amount of new laneway houses per block. 2. Former Market Urbanism contributer Sandy Ikeda writes about the urban origins of liberty at the Freeman. 3. The Dukakis Center has released a report suggesting that the gentrification caused by new light rail lines might cause driving to increase, defeating the purpose of TOD. Megan McArdle has also been discussing gentrification. Hopefully I’ll write something about this and gentrification more generally soon, but I wanted to post this in case I don’t get around to it. Any thoughts from the commenters on why this is and how it can be avoided? 4. North Korea “declare[s] war” on its version of the jitney, the “servi-cha.” 5. LA is the only big city in America whose fire department mandates that all skyscrapers have flat roofs so as to allow helicopters to land, but this may be changing (Curbed, parts 1 and 2). 6. 1. Miller-McCune (what a bad name for a magazine) has an article about a possible VMT tax, and points out that more fuel-efficient vehicles will lead to less gas tax revenue. 2. Streetsblog has an extremely unflattering profile of Republican nominee for NY Governor Carl Paladino. He made a name for himself politically by detolling a major highway near where he was a real estate developer, and has continued to oppose new tolling projects throughout the state. He’s promising to cut the gas tax rate, and apparently once said, “It’s time we started looking at parking as a public service.” I should note that his Democratic opponent Andrew Cuomo ain’t no slouch when it comes to encouraging sprawl – Wayne Barrett at the Village Voice fingered his tenure as HUD Secretary as one of the “starting points for the mortgage meltdown.” 3. Paul Barter at Reinventing Parking has a guest post about parking reform in Bogotá that was concurrent with their much-vaunted TransMilenio BRT system, and he promises us more about it in the future. 4. Quoteth the Los Angeles Times: “At least 120 municipalities [in California] — nearly one in three with active redevelopment agencies — spent a combined $700 million in housing funds from 2000 to 2008 without constructing a single new unit, the newspaper’s analysis of state data shows. Nor did most of them add to the housing stock by rehabilitating existing units.” 5. Vancouver learns the hard way that luxury public housing is a bad idea. You could call it inclusionary zoning at its finest.
