Today I stumbled upon a blog that’s gotta be the best one I’ve found in a while. It’s about US transportation policy by a blogger who seems to be based somewhere in the Bay Area, and it’s called, fittingly, Systemic Failure. The post that first got my attention was this one about London’s bike sharing system likely being profitable in the future, which made me realize that this would be a great first government transportation program to privatize, especially considering that the government is keeping the price extremely low (it’s free for trips under 30 minutes) and the system is struggling to keep up with demand. I assume the reason that private companies didn’t try this earlier was that city governments have no framework for renting out small parcels of public space for use as bike racks – this despite having a vast infrastructure in place for renting similar parcels to drivers on a short-term basis (i.e., on-street parking!). But beyond that, (s?)he does a great job covering a range of transit issues, from the misguided attempts at federalization of transit safety by Obama after the WMATA Red Line crash in 2009 (1, 2, 3, 4) to the inanity of helmet laws (1, 2). The “Drunk Engineer” also offers blistering critiques of American protectionism in transit procurement, including one in which he describes the horrible inefficiency of Buy America provisions, which wreaked havoc on a Houston streetcar project and caused a Bay Area transit authority to have two completed Japanese pilot cars disassembled and shipped to the US where they would then be reassembled to conform with the law (another example here). Mathieu Helie at Emergent Urbanism posted a link to a interesting game created at the University of Minnesota. Mathieu explains it better than I can: The game begins in the Stalinian Central Bureau of Traffic Control, where a wrinkly old man pulls you out of your job at the mail room to come save the traffic control system. You are brought to a space command-like control room and put to work setting traffic lights to stop and go. Meanwhile frustrated drivers stuck in the gridlock you create blare their car horns to get your attention, and if their “frustration level” rises too high you fail out of the level. As the road network gets as complicated as four intersections on a square grid, the traffic becomes completely overwhelming and failure is inevitable, but the old man reassures you that they too have failed anyway. OK, you’ve played the game? If not, don’t go further until you have. Now that you’ve played the game and failed to control traffic, compare that top-down system with this amazing video a friend sent to me from Cambodia. You’ve gotta see this: Man, I love this video! I must have watched it a couple dozen times. I keep expecting a crash, in what to me (only being familiar with top-down planned traffic systems) looks like complete chaos. Yet pedestrians, bikes, motorcycles, scooters, rickshaws, and cars all make it to their destinations safely, and probably quicker than in the system in the game above. It must be similar to how capitalism must seem chaotic to people who have always lived in planned economies. Don’t mistake me as an advocate of a world without traffic signals. It turns out the entire Chapter 11 called “The Public Sector, II: Streets and Roads” is actually a chapter on Market Urbanism. Bryan Caplan considers this chapter "the least convincing chapter in the book", but as a Market Urbanist, I strongly disagree. I do admit that his discussion of safety and policing of private local streets involves a great deal of speculation and reliance on faith in the action of individual agents, but the insights into road subsidization and land-use patterns was decades ahead of its time. These insights may not seem so radical now, but imagine the resistance to these ideas in the days before urbanism gained much credibility.
